very dumb question: Why don't i see Plugin Management in vSphere Web Client?

I can't for the life of me, figure out why Plugin Management doesn't appear in the list under Administration.

Could this have to do with the licensing? Or is something broken on this vCenter server?

Any advice is greatly appreciated. I'm trying to run workflows from vsphere web client but i think this is probably the root cause of why i can't see the orchestrator server in vsphere web client.

Additionally, I also checked the mob and didn't see the com.vmware.vco extension under content -> extension manager so that's also a problem.
